Dawn is a Buncombe County, North Carolina native and a 1996 summa cum laude graduate of the University of North Carolina-Asheville, where she earned the Ruth Feldman Outstanding Scholar Award as well as a membership in Phi Alpha Theta, the international history honor society, and a Bachelor of Arts degree with distinction in history. After three years in management for a Gannett newspaper in North Carolina, Dawn attended the University of Georgia’s School of Law, where she graduated cum laude in 2003. Dawn was a member and executive notes editor for the Journal of Intellectual Property Law; her student research on music piracy and intellectual property issues is published at 10 JIPL 173 (2003). A lifelong fan of live music, Dawn enjoyed freelancing as a music journalist and music reviewer for Flagpole Magazine in Athens, Georgia during her law school years. Dawn was admitted to the State Bar of Georgia in 2003 and is admitted to practice in all Georgia courts, as well as the Northern and Middle Districts of Georgia and the Eleventh Circuit Court of Appeals. Her law practice since 2003 has centered on all aspects of local governmental affairs, with an emphasis on civil rights litigation, employment relations and litigation, and advising constitutional officers.
