DescriptionAs Senior Counsel with The Law Offices of John F. Lang, Ms. Quarles, assists clients with Trust & Estate litigation, T & E administration, and ADR matters. She brings to The Law Offices of John F. Lang a wealth of valuable experience from 25 years as an attorney, first as a prosecutor and then in private practice. Guardian ad Litem Ms. Quarles has received several Judicial appointments to be a Part 36 Guardian ad Litem Fiduciary. She has handled matters for both NYS Supreme Court and for NY Surrogates Court. As a GAL, Ms. Quarles assesses the physical and mental health needs for disabled and alleged incapacitated Wards of the Court. She also evaluates Wills to ensure that the rights of the Court’s Wards, as beneficiaries, under the Wills are protected. She began developing this skill in 2008 with basic and advanced Guardian ad Litem programs. Then expanded training to include courses in: fiduciary duties; Trust & Estate planning; T&E concerns for younger, elderly and family clients; ethical issues involved with estate planning; and estate administration, including accounting and Surrogate Court proceedings. In 2014, Ms. Quarles added mediation as a skill focusing on family disputes involving estate litigation issues. Mediation and Arbitration Skills In 2009, Ms. Quarles began developing her mediation skills and currently mediates on the Southern District of New York Mediation Panel. A representative list of the types of matters Ms. Quarles mediates are: Title VII discrimination; violations of Family Medical Leave Act (FMLA); violations of American Disability Act (ADA); FLSA; USC Section 1983 – false arrest; sexual harassment; whistleblowing and retaliation. As a new attorney, Ms. Quarles practiced at the New York Stock Exchange (NYSE) where she investigated and negotiated securities matters involving: sales practice violations, such as fraud, suitability, churning, and unauthorized trading; as well as misrepresentation/omission; negligence; breach of employment contract; compensation; failure to supervise; and breach of fiduciary duty. She was interested in maintaining the knowledge that she gained through her years at the NYSE, and in 1997, she became a FINRA arbitrator. These skills add value to all of the client matters that Ms. Quarles becomes involved with. Private Law Practice For 15 years, Ms. Quarles focused her law practice on defending health care professionals in discipline, licensing, malpractice and employment matters. She successfully litigated 100’s of cases in administrative forums, as well as in Supreme and Federal Courts in all five boroughs, plus New Jersey and Connecticut. Some of the issues she litigated were: civil/criminal fraud; negligence; incompetence; unlicensed practice; physical/verbal and sexual abuse; substance abuse; mental/physical impairment; breach of contract; wrongful termination; retaliation; qui tam/false claims; wage and hour violations; academic fraud; medical resident discipline; credentialing; rehabilitation and reinstatement. While practicing law, she supervised and trained law students who have become successful attorneys. Over the years, Ms. Quarles presented to several medical societies and nurse groups students and professionals – to educate them about How to Avoid the Disciplinary Quagmire and Creating a Lifestyle of Integrity.
