Description | Phillip R. Dixon is a native of Wake Forest, NC, attended Broughton High School, and graduated from Enloe High School in Raleigh, NC. He obtained a Bachelor of Science degree in Business Administration (B.S.B.A.) from East Carolina University and a Juris Doctor (J.D.) degree from the University of North Carolina at Chapel Hill School of Law. He worked at the Institute of Government at the University of North Carolina at Chapel Hill, the North Carolina Attorney General’s Office, the State Bureau of Investigation, and was a Law . Clerk and Research Assistant to the Honorable Naomi Morris Judge (later Chief Judge) of the North Carolina Court of Appeals. He served as School Board Attorney for either the Greenville City or the Pitt County Schools for more than thirty (30) years, and for the Washington County Schools for more than eighteen (18) years, and has done work for twenty-two (22) other school systems. He.represents Martin Community College and has represented Pitt Community College, The College of the Albemarle, Carteret Community College, Bladen Community College, and Halifax Community College, and the NC Association of Community College Trustees. He is Past Chair of the North Carolina Council of School Attorneys, and Past Chair of the Education Law Section of the _North Carolina Bar Association. Dixon previously served as both a Local Due Process Hearing Officer, and a State Review Hearing Officer for the North Carolina Department of Public Instruction in cases involving children with disabilities. Dixon now serves as a Hearing Officer for the North Carolina Department of Health and Human Services in cases involving children with disabilities from birth through three (3) years of age and is one of eight (8) Hearing Officers designated by the North Carolina Department of Public Instruction to hear appeals involving the denial of tenure or a dismissal of a tenured public school teacher.Dixon is a Mediator and an Arbitrator. Dixon has previously served as Chair of the Board of Trustees of both East Carolina University and Pitt Community College. He represents numerous public bodies, including Greenville Utilities Commission of the City of Greenville, NC, the Town of Ayden, NC, the Pitt County and Currituck County ABC Boards, and The Roanoke Island Historical Association (The Lost Colony), and Carolina Donor Services (formerly Carolina Organ Procurement Agency), which works in conjunction with Duke University, the University of North Carolina at Chapel Hill, Wake Forest University, (Bowman-Gray) , and the East Carolina University Schools of Medicine, to provide organ and transplant services to seventy-nine (79) of one hundred (100) counties in North Carolina. Dixon previously served as General Counsel to the Carolina East Behavioral Health Care Consortium, which consisted of ten (10) mental health centers serving twenty-nine (29) counties in North Carolina. He is an AV rated attorney by Martindale-Hubbell, the highest rating available to an attorney in private practice, and is listed in The Bar Register of Pre-eminent Lawyers. His private law practice includes corporate and business law, contract, construction and utilities law. He has published numerous articles on various legal topics, and has lectured at the School of Government and with the North Carolina Bar Association, the North Carolina Council of School Attorneys, and the North Carolina Association of Community College Trustees. He previously served as a member of the Board of Directors of North Carolina Citizens for Business & Industry, and is former Chair of the North Carolina Center for Public Policy & Research. He is a former member of the Board of Governors of the North Carolina Bar Association, and former Chair of its Endowment Committee. Dixon’s recognitions include the I. Beverly Lake Public Service Award and the Citizen Lawyer Award (Inaugural Class) from the North Carolina Bar Association , Citizen of the Year and Volunteer of the Year by the Greenville-Pitt County Chamber of Commerce and Outstanding Alumnus, East Carolina University. He has also received Distinguished Service Awards from the East Carolina University Alumni Association, the Greenville Jaycees, Pitt Community College, the Boy Scouts of America, and the Education Law Section of the North Carolina Bar Association. He previously served on the School of Government Foundation at the University of North Carolina at Chapel Hill, is former Chair of the Eastern Regional Council of the Friends of the Institute of Government at UNC, and is a former member of the Distinguished Advisory Council of the Brody School of Medicine at East Carolina University. Dixon formerly served as a member of the UNC Board of Governors and as a member of Board of the UNC Center for International Understanding. Dixon currently serves on the East Carolina University Board of Visitors and Vidant Medical Center Board of Trustees. He has traveled extensively in Russia, China and Ireland. |
