She has thirty years experience in the fields of government contracts (federal, state and municipal); construction contracts and litigation; complex litigation; and negotiation of domestic and international government contracts, construction and financing transactions. Ms. O’Riordan has extensive experience in government contract related matters, having represented clients nationwide on government procurement issues relating to appropriated and non-appropriated fund activities under military and civilian procurements. Ms. O’Riordan regularly handles contract review and subcontract preparation, bid protests, size protests and size appeals, requests for equitable adjustment, cost and pricing issues, debarment and suspension matters, claims preparation, pricing, negotiations and litigation, and terminations. She is a recognized authority and frequent lecturer on federal and state certification programs, including the U.S. Small Business Administration’s 8(a)BD program, the U.S. Department of Transportation’s Disadvantaged Business Enterprise program, and the District of Columbia Certified Business Enterprise (CBE) program. Ms. O’Riordan has structured protocols for corporate Foreign Corrupt Practices Act compliance; led successful negotiations of the prime contract and related subcontract and supply agreements for construction, by her client, of a $650 Million highway in Central Asia; and served as outside general counsel to a federal contractor during its launch of international operations in Iraq and the Middle East in 2003-2004. She is a trained arbitrator and a former member of the American Arbitration Association Panel of Neutrals (Construction Panel and Government Contracts Panel).Ms. O’Riordan is a member of the Connecticut, District of Columbia, Maryland and New York bars. She is admitted to practice before several U.S. District Courts (for the District of Connecticut, for the District of Columbia and for the District of Maryland), and U.S. Courts of Appeals (for the District of Columbia Circuit and the 4th Circuit), as well as the U.S. Court of Federal Claims. She regularly practices before federal and state boards of contract appeals, the U.S. Small Business Administration Office of Hearings and Appeals, the U.S. Department of Transportation Office of Civil Rights and the Office of the Comptroller General, U.S. Government Accountability Office.Ms. O’Riordan obtained her J.D. from Boston University in 1983, and her undergraduate degree in Foreign Service from Georgetown University in 1980.
