| Description | Bill is the managing member of the firm and concentrates his practice in Business Transactions and Health Care Law. His practice as a health law attorney includes the fundamental business transactions relating to the formation and governance of healthcare entities, including PCs, limited liability companies, and integrated delivery systems. Bill has extensive experience in physician-hospital joint ventures, managed care contracting, fraud and abuse, medical staff and credentialing issues, corporate compliance, and medical practice organization issues. Bill’s healthcare experience also includes HIPAA privacy and transaction issues. Bill also advises closely-held business clients on business formation issues, corporate governance and stock transactions, mergers and acquisitions joint venture issues, contract issues, and related business issues. His diverse business client base has includes website and software developers, government contractors, office construction, real estate development, actuaries and national hospital chains. During his legal career he was a county attorney, school board attorney, hospital authority attorney, represented the state of Georgia as a Special Assistant Attorney General and served as the managing partner of a mid-sized Atlanta law firm. In addition, Bill is a member of the Healthcare Panel for the American Arbitration Association and acted as an arbitrator in numerous business disputes throughout the southeastern United States. Bill served as an adjunct instructor teaching Health Care Law in the Health Care Administration program at Mercer University’s Graduate Program, Atlanta Center. He coauthored several articles concerning various aspects of the managed care environment and speaks nationally to groups, which include state and local medical associations, hospital associations, hospital medical staffs and HFMA, regarding health care law and managed care. Bill is licensed to practice in the state of Georgia and is admitted to the U.S. Supreme Court, Georgia Supreme Court, Georgia Court of Appeals and various federal courts. He received his B.A. from Emory University and his J.D. from the University of Georgia School of Law. Prior to the formation of Tinsley Bacon Tinsley, Bill was a healthcare and litigation attorney for the firms of Parker, Johnson, Cook & Dunlevie (n/k/a Womble Carlyle Sandridge and Rice) and Gambrell & Stolz, (n/k/a Baker, Donalson, Bearman, Caldwell & Berkowitz, P.C.). Bill is a member of the American Bar Association (Business Law and Healthcare Sections); State Bar of Georgia (Healthcare Section); Georgia Academy of Hospital Attorneys; and American Health Lawyers Association (Physician Organization Section).
